Frank and Esther Messina
Colonel Frank G. Messina is an alumni of Essex Community College (1977) with an Associate of Arts Degree in Criminal Justice. In addition, he also graduated from the F.B.I National Academy and the Federal Executive Institute. His passion for police work led to a 28 year career with the Baltimore County Police Department. He began his career as a patrolman and advanced to Colonel, Chief of Field Operations at the time of his retirement. During his tenure, he received many professional commendations for his meritorious police work, certificates of distinguished service and was acknowledged on numerous occasions for his exemplary service to Baltimore County. Colonel Messina’s wife of 48 years passed away in 2003. In her honor and memory, he has established this endowed scholarship fund to enable other dedicated law enforcement professionals to continue their education and devote their service to the Baltimore County Police Department.
Impact
The late Frank G. Messina and the late Esther L. Messina Law Enforcement Scholarship has been established to enable dedicated law enforcement professionals – either Baltimore County Police Cadets or Harford County Sherriff Office Deputies, that reside in Baltimore County the opportunity to continue their education and obtain a degree in Criminal Justice or Law Enforcement at the Community College of Baltimore County.
