Baltimore County College Promise Program

The Baltimore County College Promise Program is a scholarship program for qualified Baltimore County residents. The College Promise program is a “last dollar in” scholarship which will cover in-county tuition and mandatory fees for eligible students after applying all financial awards — such as Federal Pell Grants, Maryland state aid, institutional funds, and CCBC Foundation scholarships.

Awardees may apply the scholarship towards courses required for one degree or credential sought at CCBC (credit or non-credit). Students will still need to cover other costs such as books (including first day book fees), transportation, supplies and materials.

To qualify, you must:
• Be a Baltimore County resident (if dependent, parents must be MD resident).
• Enroll in 1 or more required credits/hours at CCBC towards your declared degree or certificate.
• Be a graduate of a public, parochial or private high school, home-school or GED recipient.
• Complete the 2023-2024 Free Application for Federal Student Aid (FAFSA).
• Have an unweighted, cumulative final high school GPA of 2.30 or better, or a GED test score of 145 or higher.
- Students who have an unweighted, cumulative final high school GPA of less than 2.30 may qualify after earning 3 credits at CCBC with a cumulative 2.3 CCBC GPA.
• Have a household adjusted gross income of $150,000 or less, this includes parent(s) and student.

To maintain the scholarship if pursuing an associate degree, you must:
• File a Free Application for Federal Aid (FAFSA) each year
• Continue to meet the household adjusted gross income requirement of $150,000 or less
• Remain a Baltimore County resident (if dependent, parents must be MD resident)
• Enroll in 1 or more required credits/hours at CCBC towards your declared degree or certificate.
• Maintain a minimum cumulative 2.3 CCBC Grade Point Average (GPA)
• Meet financial aid Satisfactory Academic Progress (SAP) standards
• Successfully complete degree within six years (from first semester of award)

Application for the Baltimore County College Promise Program does not guarantee funding. Dependent student parents must be legal residents of Maryland. Please note that all awards are based upon fund availability and subject to change. Offered student awards are estimated and will be finalized after the third week of the semester.
