Baltimore County College Promise for Maryland Dream Act

The Baltimore County College Promise Program for Maryland Dream Act is a scholarship program for qualified Baltimore County residents. The College Promise program is a “last dollar in” scholarship which will cover in-county tuition and mandatory fees for eligible students after applying all financial awards — such as Maryland state aid, institutional funds, and CCBC Foundation scholarships.

Awardees may apply the scholarship towards one degree or credential sought at CCBC (credit or non-credit). Students will still need to cover other costs such as books (including first day book fees), transportation, supplies and materials.

To qualify, you must:
• Meet the Maryland Dream Act eligibility criteria and have an approved Application for Out-of-State Tuition Exemption for Undocumented Students at CCBC
• Be a Baltimore County resident, if dependent the parent(s) must be a legal resident of Maryland
• Be a 2017, 2018, 2019, 2020, 2021, 2022 or 2023 graduate of a Maryland public, parochial or private high school, or received a Maryland GED certificate or equivalent.
• Enroll in classes at CCBC within six years after graduating from a public or private high school or earning a Maryland GED certificate or equivalent.
• Have an unweighted, cumulative final high school GPA of 2.30 or better, or be a GED/external diploma program recipient
- Students who have an unweighted, cumulative final high school GPA of less than 2.30 may qualify after earning 3 credits at CCBC with a cumulative 2.3 CCBC GPA.
• Have a household adjusted gross income of $150,000 or less, this includes parent(s) and student based on 2022 Maryland tax return(s)
• Enroll in 1 or more required credits/hours towards your declared program of study at CCBC.

To maintain the scholarship if pursuing an associate degree, you must:
• Renew Maryland Dream Act eligibility with the International Student Services office.
• Continue to meet the household adjusted gross income requirement of $150,000 or less
• Remain a Baltimore County resident
• Maintain enrollment (minimum of 1 or more required credits/hours during fall and/or spring semesters)
• Maintain a minimum cumulative 2.3 Grade Point Average (GPA)
• Successfully complete degree within six years

Application for the Baltimore County College Promise Program does not guarantee funding. Dependent student parents must be legal residents of Maryland. Please note that all awards are based upon fund availability and subject to change. Offered student awards are estimated and will be finalized after the third week of the semester.
