The late Frank G. Messina and the late Esther L. Messina Law Enforcement Career Scholarship

This scholarship has been established by Baltimore County Police Department, retired Colonel Frank G. Messina in memory of his wife, the late Esther L. Esther Messina. During his 28 year tenure with the Baltimore County Police Department, Frank Messina was the Chief of Field Operations. He established this scholarship to enable other dedicated law enforcement professional to continue their education and devote their service to the Baltimore County Police Department.

This scholarship will be awarded to a student enrolled in 6 or more credit/billable hours at CCBC with a minimum cumulative 2.75 GPA. The applicant must be enrolled in classes leading to a degree in Criminal Justice or Law Enforcement. Applicants will be required to submit a statement detailing their career goals in law enforcement or criminal justice, including their desire to become a Baltimore County Police Officer or Harford County Sheriff’s Deputy or why they became a Baltimore County Police Officer or Harford County Sheriff’s Deputy.
